Vincent Martinez’s extended family has deep roots in Santa Maria that go back nearly 100 years. Vincent earned his Bachelor of Science in Business Administration from Loyola Marymount University and his Juris Doctor from Loyola Law School. While in law school, Vincent interned with the Santa Barbara County District Attorney’s Office in Santa Maria. During this internship, Vincent realized Santa Maria was home for him. After gradating from law school, Vincent returned to Santa Maria to practice law, eventually joining the law firm of Twitchell and Rice, which has been in business since 1886. In 1999, Vincent was named a partner and subsequently assumed the role of managing partner.

Over the course of his legal career, Vincent has developed a broad practice encompassing civil litigation, business law, agricultural law, land use and development issues, estate planning, probate, and trust administration.

Vincent has maintained an active presence in the legal profession and community. He is a member of both the California State Bar and the Northern Santa Barbara County Bar Association, serving as former president of the latter. Vincent also is a certified professional mineral manager under the National Association of Royalty Owners and manages approximately 1,500 mineral acres, and 1,000 acres of local farmland.

Vincent's record of civic engagement includes service as a member of the Marian Hospital Community Board, trustee of the Marian Foundation, director and former president of the Santa Maria Youth and Family Center, director of the Nipomo Chamber of Commerce, commissioner for the Santa Barbara County Children & Families First Commission, board member and former president of the Northern Santa Barbara County United Way, and president of the Hispanic Medical/Legal Association.

Vincent co-founded and served as Vice President of the Santa Maria Police Council, which was formed to raise funds and buy equipment for the Santa Maria Police Department. Thanks to their leadership, local first responders were able to mitigate budget cuts and maintain public safety through difficult times.

In 2022, Vincent was appointed to the Santa Barbara County Planning Commission by Supervisor Steve Lavagnino, where he has advocated for balanced development and the protection of local neighborhoods.

In recognition of his professional leadership and dedication to community service, Vincent was honored by the Santa Maria Valley Chamber of Commerce as Hispanic Businessman of the Year in 2003.

Vincent and his wife, Carolyn Baldiviez, DDS, have two children. Vincent is running for the Santa Maria City Council, District 4, in November 2026.
